is there a way for the "# New Messages" to be a different color when greater than 0 New Messages?

In v5 (forums like this one), that text is replaced with a 'Messages' link in the menu. When you have new PMs, you get a little notification bubble above the menu text to let you know. =]

Presumptively then I am not V5. So where are the instructions for upgrading to V5 or is that sill Beta and not yet for public consuption?
