To answer your question about why we don't have a copy to all themes function, I'm going to quote Ryan Roos from a thread talking about template copying (the feature that led directly to this one):

This was actually considered, but it was decided that due to the important and detailed nature of templates they need to be handled one theme at a time. You're already dealing with multiple templates at once, it starts to get confusing once you mix in multiple themes. And if you make a mistake that's it. You're toast and lots of work could be overwritten.
Most forums have less that 15 themes. So even if you needed to replace templates one at a time it still wouldn't take you long. This is not something you do everyday, all the time. This feature wasn't even needed enough to make release. Do we want things to be easy? Yes. But certain features are rarely used, and when they are it is with a purpose. This feature is already a backup to another feature. In reality if you want an existing template in a theme you copy an existing theme at the time of creation. This is just in case you didn't or you have an update you want to apply to another theme. And if on that day when you happen to be making an update you want it on multiple themes you have this new feature to copy your templates. But you must do them one at a time and on purpose each time to avoid mistakes. We don't want a wave of people that we can't help because they overwrote all of their templates on all of their themes accidentally. Templates are an advanced feature, not for everyone, and as such require precision and intent. Most admins, most of the time aren't even going to be using this. So I personally apologize for the slightly slower way of doing things, but this is just how it is.
