Banner/Affiliate Help !

So I use to use a great photo editing program,
It was fairly easy, I could make banners easy, use filters to effect the images,
upload a ton of images make them blend with the boarder by using a a tool to make the images semi-see through. 
now my question: Can anyone give me a great photo editing website that helps me achieve free of cost 
as well as adding texts, and that is fairly easy to use an not at all complicated.

I wish all photo editing software was the same. 
I have found a few, but grow upset and tired trying to figure out all the settings.
