Is it possible for someone to make a code that changes the posting times restriction? E.g. make it such that "You may not post twice within 60 seconds." instead of the usual 10 seconds?

Hi, Milk. This is kind of possible, though it won't affect users on the mobile view since plugins don't run there. In addition, plugins only affect the page after it's already been loaded so plugins that would impose restrictions or take away functionality like this one can be bypassed since they're just executing Javascript in the browser and not enforcing the restriction server-side like the actual posting restriction does. Plugin keys can have values set to them when a post is submitted. With that in mind it's possible to save the current time to the user's profile the moment the Submit button is clicked, then check against that saved time the next time they attempt to click the Submit button and prevent the click event if 60 seconds (or your preferred amount amount of seconds) haven't passed. It wouldn't be possible to reduce the time below the default as that's hard-coded into the software.
