What was the reason for being "banned"?

I made a new one because I can not put it in the account I created earlier.
I informed the administrator at the WR Forum, but he says he is not "banned".

As per your other topic, that is unfortunately not something we can answer here.  You would need to ask the staff on the forum you are banned from.

The other person can check my account information (profile) without problems.
Therefore, only my mobile terminal (IP address) is "Forbidden" of the forum itself?

Being able to check your profile has nothing to do with being banned. You would need to visit whatismyipaddress.com on a mobile connection and provide that IP to the admin so they can check to see if it's on the ban list. None of what you're describing is handled by the support admins. Forum bans are strictly up to the admins on the forum to remove if they desire.
