I'd like a plug-in that makes it so any user (not just admins and moderators) who creates threads can make that thread invisible to certain other specified users (but not invisible to administrators and moderators). However, I don't want it to be hidden from people who aren't signed in. Yes, I know that the specified users could sign out to view all the threads, but that's fine, since the likelihood of them doing that when the thread is most pertinent is pretty slim (and they couldn't find it to respond to it after logging in anyway).
I'd also like a custom notice regarding the rules of this feature to appear when users try to use this feature (which they have to read before using it).
A custom limit to the number of users that a post can be hidden from would be nice.
The ability for users to silently boot users from a thread would also be nice (for the same plugin).

It's my understanding that that plugin you mentioned prevents the user who is using its features from seeing threads of users they've blocked. What I'm asking for is a plugin that allows a user to prevent certain other users from seeing their own thread (and not necessarily users they've blocked—and not necessarily the same users for every thread).
So, a person's use of the plugin I'm suggesting does not affect what the person using it can see. It makes threads invisible and inaccessible to certain other users (as long as they're logged in).

Ahh.. So I see. Sorry.
What you are asking is possible. It would require a thread key, and you'd run the risk, albeit unlikely, that you'd run out of room in the key, and you could possibly have very few threads listed, or even blank in extreme cases.
It would also be very easy to circumnavigate if you knew how.
