No button to create categories

I want to create a new category but can find no button to do so.  The help guide says there is one there but can't find it.

To create a new category, you go to your admin area,and click on structure ,then go from there.

(There is no 'button' as such.)

Go to:

Admin > Structure > Categories & Boards

Then you have a "Create New Category" button at the top left.
