Where do I edit this particular bar?

I'm having trouble customising one particular area of my forum. I can find places to edit everything except this bar, the black one with the pagination and actions in it:

It's darker than I'd like and the font is too big, but I swear I've been through the advanced template options a bunch of times and can't find anything that seems to affect it. Any ideas where it is?

Go to Admin > Themes > Advanced Styles & CSS, Visual Editor tab.
Then Forum > Body (Content) > Action Bars, Background Color.
