Can one be excluded from Simple Tagging?

Is there a way a member  (or adm) can disable Simple Tagging  for an individual member so that the member is not included in tagging?

Not exactly, but the particular member can go to their profile > edit > notifications, and then disable notifications for tagging.

You could also put their tag in the censored words list with an empty UBBC tag to break it eg (with my username):

@[b][/b]kamiyakaoru

turns into:

@kamiyakaoru

Make sure to match the whole word.
