Will Proboards (or any members) set up a forum for you? I want to start a new forum to promote a musical project.

If you opt to pay for PB’s business class service, forums.net, they will help you with setup.
Otherwise, yes, there are some users that take theme requests. However, there are a few caveats here:
1. Be prepared to either pay reasonable rates for a commission, or wait a long time. Multiple factors go into this, but the simple answer is that people are busy and with v6 on the horizon people are less inclined to assist for free.
2. It is highly unadvised to give random strangers who offer to help any critical powers on your forum, such as creating boards and categories, access to layout templates, etc — basically anything that a theme creator would need to create a theme. If you opt for this route, I advise requiring the person to create a test forum and deliver the pbt theme file via email.
3. In a similar vein, if you’re looking for people to help manage your forum’s setup and moderation as a whole, it is highly unadvise you take volunteers but rather “promote from within“ — ie promote users that have proven themselves trustworthy and active contributors to lessen the possibility of data loss or any rogue staff behaviours.

Account sharing is against the ProBoards Terms of Service, so there is no way to change someone’s password beyond your own. You would have to grant them access via member group, which always runs a risk especially when you do not know the individual.

Either way, it is against best practice -- as noted in PB's own help guide -- to give strangers administrative access to your forum. If some people want to risk it in the manner you described, that's totally okay and totally up to them; it is, however, still a risk regardless.

Im confused...am I allowed to have more than one forum? Second...I was really just asking the same thing Id ask a web designer to do...only Proboards would be the application used so to speak. I had a hell of a time only being basic level computer savvy setting up the forum I have. I want a forum to promote a new music project and Im looking for a specific look...but very basic features. Its the look and designs I need help with. Again I understand cost is involved.

And to be clear I LOVE Proboards...so why would I use another provider for this? To clarify - I wasn't suggesting that you use another provider, but rather that PB also has a paid sister service called forums.net (FDN) where they do, in fact, offer assistance on setup. You wouldn't be changing providers (FDN runs on PB software with some additional capabilities). The easiest (but likely more costly) route would be to opt in for this service. As Retread clarified, there may be third-parties out there that may be willing to do this to you for free, but that circles back to my warning that a lot of third-party people willing and capable of doing what you want may not be available to do so for a variety of reasons and you will need to be prepared for the possibility of your search being difficult.
