Where are the settings for the scrolling banners?

I have a couple of scrolling banners that were set up a long time ago, with legacy controls, I think.

I can't for the life of me find out where to change these now.

Can anyone point me in the right direction?  The banners I'm talking about can be seen here:

lostinspaceforum.proboards.com
The ones that say "Please register to see all the forum, (it's free!!)" and "Danger Danger Will Robinson!!!" at the very top.

Try looking in Admin > Themes > Layout Templates > Forum Wrapper - it looks like you may have a couple of <marquee> tags in there creating those.
