Which one is better depends on what you're trying to do. But Object Oriented Programming is better for large projects, in my opinion. With OOP you can think of the program like a collection of real life objects working together. It's a more natural way of thinking about programming.

It depends. I use procedural for my various small projects. People can be really annoying with their OOP coding.
