Let's say you dont' know how to use a computer at all and you want to learn how to, but you don't have a computer. You can't really learn how to use one without trying the things your attempting to learn on a computer; so you'd probably go to school or somewhere.

It's the same concept learning PHP. You need a program the runs PHP code in order to really learn it. You can either find a webhost or install PHP on your local machine.
