I think it really depends on how many members you have to how many boards you need. With this said, you also need to allow plenty of boards depending on the posting capacity of your members. I run a wolf roleplay, and although I have quite a few boards and about 60 members, my members post every day, some multiple times a day. When you select a number of boards, you need to think it through logically. How many boards is enough for my members? If you have boards that are never posted on or simply cannot be used because members are busy posting somewhere else, you probably don't need that many boards.
You also need to think of a minimum of boards. Three boards on a forum with twenty members is not going to suffice. If you want to keep your members happy, it really depends on the site to how many boards you need. After all, each forum has a different theme, different members, and a variety of different topics. It's more of a logic thing in my opinion.

Well I just made a site and I have about 33 boards and about 15 sub-boards. I think it would be really boring if I went on a site and saw that there were only 10 boards to post on... Who would want to do that!? But I guess people who would go on that board about once a month would like it if there were only 10 boards... Me, I'm on all the time, so I like a forum with lots of boards. And yes 120 boards is way to extreme! I go on a site that has about 60 boards! Thats perfect for me. Plenty to explore, plenty to post, it's awesome! So as I get more members, yes, I will make more boards. Right now, I think that a good amount of boards for a brand new site is at least 30!

I think you should have as many as you would like, personaly. As long as they are all on good topic, and are not all empty. But what I have been doing on my forum, is trying to merge boards and stuff. It is easier to load on slow connections. But if it is too small, I find some people lose intrest. But it also depends on what kind of forum you have. If it is a rpg, you will need quite a few. On a guitar forum lets say, there isnt many boards to make.
