[Still Needs Help]On login, an alert?

I was trying to get that, on login, an alert pops up with info that should be read before continuing.
Here is what I got:

Nope.. and I think I wanted it on login, not just the login page. Also, I am using Google Chrome.

I tested it in Firefox 3, and once I logged in, the message appeared for me. Can you try in Firefox and tell me if it works?

Don't have FF.. Will try it in IE..

Heh, it works in IE. How could I get around it so I could get it to work in all browsers?
