Code for Info Box at the top?

Can someone please tell me what the code is to have an info box type thing at the top of your forum? I don't mean to bring the info centre to the top, but an info box, like on: themightyshrew.proboards19.com

Sorry...I couldn't find it anywhere in the FAQ or on Solidsnake etc. I had one on a forum I have now closed, but I changed it so it was only stuff in place and not with the text going up....
