Is it possible to make a code that stops member from posting more then once in a thread?

Even the creator of the thread?

So if someone started a thread he or she could only post the start of the thread and then members would only be allowed to post once in the thread and this would only be active in certain catergorys.

I'm not asking someone to make it i'm just asking is it possible and would it be hard?

With JavaScript, sort of (unless they disable JavaScript). However, once the topic reaches Page 2, there is no way of knowing who posted on Page 1.
