Why is the name John Doe a common name to use as sample input for debugging/testing programs? I've seen this several times when learning coding languages in books.

it's just a placeholder name. usually it's used legally for an unidentified male body (you may also see/hear "Jane Doe" for females), but the use has spread beyond that, eg: "John Q. Public" en.wikipedia.org/wiki/John_Doe

John Doe is a name that people use for a filler. Supposedly there is a John Doe number 2 in the OKC Bombing that has never been questioned or really proven to be actually helping the crime even though many people saw him.

It's not specific to coding. It's the generic English name used in any scenario that requires a generic English name, from coding to cooking to writing to gaming to philosophizing.
