That is true...the person chosen to be the boss is totally random. In fact i used random.org to get three random numbers for the roll and whoever is that number when they sign up gets the roll.

I've successfully seen games with only 9 players hosted before. The only problem is that not having very many employees gives the boss more of an advantage.
However, having less players increases the probability that you'll be chosen as the boss if you sign up, so this also has an upside ;D
