Most of those are just our internal test accounts.
Only 18 have gone out to regular users.

Today or tomorrow. The issue is that the next push makes some incompatible DB changes. As such I will need to take down all the existing BZ forums, update their DBs then push the new code (this is also why the BZ converter is offline, as that already converts to the newest format, but theres still the older code)
These situations are why BZ keys are still very limited. Every forum converted is another forum that needs to be manually updated on code pushes if it needs a DB change.
