You would need to combine both the regular image and the hover image together into one image, stacking the regular image on top and the hover image on bottom. Each final image must share the same height. Your menu height in the plugin settings would need to be set to half the height of your final combined images.
Then you'd need to add this CSS to the bottom of your style sheet.
I haven't tested it but it should work if done right.

That one URL should be your combined image after you've edited the actual image file to contain both images. For example, here's the home image if I wanted it to change to a blue house on hover:

Like I said, I use Firefox and I've experienced no such issues. Also, did you add the CSS I provided in this post to all of the themes using those buttons or just one? It needs to be done to all of them in order to work.
