All BBCode is supported in the quick reply.
If you are referencing buttons, then that defeats the purpose of it being a quick reply. If you have to tools to compose a full message on the page then you wouldn't need the reply page itself. The reason we don't have the full reply at the bottom is because its resource intensive and you don't want people loading it unless they intend to reply.
You could always make a plugin that places whatever buttons it is you want in the quick reply. The author of the plugin could even let you toggle which buttons you want. All it would do though is insert the BBCode into the quick reply when you clicked it. Things like highlighting probably wouldn't work. And advanced things like the dialogs wouldn't happen. But its possible a decent plugin could made if you really really wanted this to be a feature of your forum.
