If only for the following reason, I would like to argue for the inclusion.
While there are plugins that might only effect specific pages (i.e. view thread page), there are plugins that also effect EVERY page. For example, my recent "Personal Notes in Popup" code should run on EVERY page. And it does, except for custom pages.
This creates inconsistency. Now, why can't these plugins be introduced as a modification to the forum wrapper? Plugin keys. These require a plugin to be used, and thus can not be just modifications.
So, yeah, every page modifications (inconsistency = bad bad) and plugin keys (uselessness is bad too.)
