When you register for a new account with the global account feature it still has to be approved by staff, which is me, but my main admin account has to approve of it because it counts as an entire new account. My suggestion is that the ProBoards system automatically tracks the I.P and thus automatacally approve it due to the I.P address being the same as an approved account, or because some may not like multiple accounts for one member, at least only the main admin account. An alternative that may be a bit easier to implement without causing potential issues would be the ability for the admin to create new accounts directly from the Admin CP.

If you turn on Registration Approval then you need to approve all accounts.
At some point in the future we may take the time to code an auto-approve if the main admin account is tied to the global account registering. But as for just staff, the admin may wish to still approve all members, regardless of if they are already members or even staff.

What criteria would an admin use to determine whether to approve an account or not? It's not as though we have anything to go on.

But as for just staff, the admin may wish to still approve all members, regardless of if they are already members or even staff. What criteria would an admin use to determine whether to approve an account or not? It's not as though we have anything to go on. I didn't invent the feature, members did. Ask them. I didn't use the feature on my forum though now with the v5 version I could have. On my forum I only allowed friends from real life to join. I could have filtered simply by email addresses that were signing up or even their usernames if they are real life friends. In v5 there is the ability to post a message to people who are signing up. There is also a feature where those members can type a message when they request to join. So even if it was like my forum where I required friends you could type a message saying "Tell me why I should let you join this Harry Potter RP forum!" and then people could write an essay about how cool Hufflepuff is and you could decide if you let them in or not. Like I said, I didn't invent the feature I just helped add cool features to it.
