Auto change "Mass Email" to "Opt-Out" when banning

I admin a board.  We get lots of spam promoting companies.  When I ban people I always have to click the Modify button and manually change the "Mass Email" setting to "Opt out" or individuals will email me to do it for them because they are banned and can't stop mails.  This is very tedious.  When I click a username and ban them this should default to changing it automatically so I don't have to do it.  If someone is banned you don't want them receiving mass communications about the forum.  Please code this into the program.

Mass Email is now called Email Members in v5. It does not email members that you do not send it to. Even if you send to everyone, it will only send to members that are currently members.
