That button would not be very useful on the quick reply or on the BBCode side of the editor because it is meant to remove any presentational formatting from text that has previously been selected. On the quick reply and BBCode tab of the editor, formatting is preserved in a BBcode format and only converted to a presentational format once you switch to the preview tab.

Personal Smilies is not one of my plugins but I've heard it works with this plugin.

If you wish me to take a look you can send me a URL where I can observe both plugins as well as any other factors that may be preventing them from interacting on that particular forum.
