Couldn't think up a sensible title, I suggest a way to somehow create a board that only staff can create threads in, but any member could reply, just not create threads.

You can do this already. Go to the board you want to do this to. And double click it. This should come up with a pop up. Go to the permissions tab. There is an option for who can create threads and one for who can reply.
