Same thing as reporting posts, only this would go to the main admin. This will go to another tab in the Profile saying PM Reports. no staff discussion or anything, just the Reporter Comment and the actual message. Before the user reports, a message will appear saying "By reporting this message, you give permission to the Head Admin to view this personal message" Or something like that.

There is already an option to forward PMs. That is why this feature was added.
If you are having an issue you can always just forward the PM to the appropriate staff.
