Variable plugin activation across themes

Would it be possible to have plugins turned on for some themes, such as the default, and simultaneously turned off for a different theme (such as a bare bones theme for older computers)?

This is already possible. Go to Manage Plugins and on the right you can edit the permissions for each of your plugins.
