What is the response from the admin regarding banned ID's? How banned message customization can be helpful for interested users? Is there any solution...?

If you are temporarily disabling accounts as a forum of punishment you could give customized, hidden member groups a try to accomplish something similar. A plus of doing it this way is that the member can still read PMs so you could send them a PM telling them why they were suspended and for how long.
(Please note that I haven't had to use this yet so it may end up getting tweaked...)
I have created two HIDDEN member groups to create two types of suspensions. (I called one suspended-read only and suspended-full.) By making them hidden, only staff (with member groups permission) can see them and edit them.
Then I went into admin > structure > boards & categories. I edited each section so that these two hidden member groups have the necessary restrictions imposed on them (can't view certain categories/boards, can't post, etc). With the read-only suspension group I blocked posting in all areas but still allowed them to view all the areas that a member normally can. As for full suspension member group, I denied posting in all areas and denied access to certain areas so they can only see the areas that guests/everyone can. I made a point of making sure that the area where the forum rules thread is located is accessible to everyone.
Now if I want to suspend someone, I can PM them with the details of their suspension. And then when they log in - even while under suspension - they will be able to read it.
Now to actually suspend the person (after sending them the PM): Go into the member's profile > edit profile > staff options and click on the "Manage Groups" button. On the next page, click on "add this member to group."
If you don't want the suspended member to be able to PM members, you can disable PMs in the staff options section of their profile as well. As for whether or not you want them to be able to PM staff, look under admin > settings > forum settings where it says "Members Restricted from Sending PMs Can PM Staff" and set it to "yes." If not, I would set it to "no."
Once the suspension is up, I can go back in and remove the member from the suspended group and enable PMs again.
