This doesn't fix how your tabs change sizes when you click on them but it will fix the problems you mentioned and remove the scroll bar that one sees when viewing in IE. You had an extra closing div after staff2 and in staff4, in that table you have, you closed your div's in the wrong place plus you were missing a tr tag in the basic table structure but rather than pointing out each of these here is the fixed table:
