What would happen to the pagination bar when you scroll down a page? It would have to be one or the other at the top.

For mine I simply moved the navigation menu code above all the other content in my Forum Wrapper. As I recall in the <body> tag there is a piece of code for exiting Maintenance Mode, immediately after which I moved the nav-bar coding. As for making it stick at the top of the page, that would be a little more difficult. Pebble has already mentioned the possible problems you'd have with the pagination menu, although I suppose that could possibly be fixed in place. Fairly certain that the pagination float isn't controlled within the code we can modify, however.
