Alright. In the Karma plugin settings, at the bottom you will see karma ranks. Set "Use Karma Ranks?" to "Yes". Then below that is where you set the ranks. In the first thing set "Karma Count" to 0 and don't put anything in the "Rank Title" field. Then in the next one put 5 in the "Karma Count" and set the "Rank Title" to <img src="URL TO THE BAR IMAGE" title="TITLE FOR THIS PARTICULAR RANK" />. And in the next thing put the "Karma Count" to 50. And put <img src="URL TO THE BAR IMAGE" title="TITLE FOR THE SECOND RANK" /><img src="URL TO THE BAR IMAGE" title="TITLE FOR THE SECOND RANK" />. And just do that for each rank you want. You would just have to put more of the <img src="URL TO THE BAR IMAGE" title="TITLE FOR THIS PARTICULAR RANK" /> so that multiple bars will show. URL TO THE BAR IMAGE is the URL to the image you are using for your bars. TITLE FOR THIS PARTICULAR RANK is the hover title you said you wanted. I hope this helps.
