Here at Support, on the main reply page. Next to each post under the reply area there is a quote & edit button, though regular users don't have the permission to use it. Does seem a bit odd to have it....

Looks like it's a plugin specific to that theme.

I dunno who added that.

It's possible, but my issue is having the canvas (this is how I would do it for best effect) in every ones signature which will constantly get redrawn for animations.  It could cause performance issues with the browser for members, as there will be a lot of animation loops running on the page to animate the fish (and possibly other things like bubbles, plants).

I don't think I would even have the patience to sit here creating all the fish by hand via code (though once 1 is created, can base from that).  Probably would be easier to look for some animated sprites, fish tank items, and just draw them to the canvas and then animate the sprites on top.  Could do it without canvas actually, but the effect wouldn't be as good.

Quite a few ways to do it, depending on how good the effect should be at the end.

If it's a static image, then it becomes easier, but not as fun to look at.  Maybe static version for signatures, and animated for profiles.

Just sticking my nose in, but don't think I'm actually taking this on, don't have time right now.

Bump if anyone wants to take this on. I don't mind if it is basic/not all jazzed up or not using the Monetary System plugin. Animated in a member's profile is better than a signature. Thanks in advance.
