DESCRIPTIVE LAYOUT, I HOPE IT HELPS. I CAN WHIP UP SOME PICTURES IF YOU LIKE:
It would be located in the users profiles, a tab added at the end with an editable name [although the default name for the tab would be 'Virtual Pet'].
After clicking on the tab you come to an almost blank background with a list of that users current pets [only pictures with the pets name under them], if none then it will hold a default message of some sorts. It is here staff will find a button that will allow them to add/remove/edit a users pets. Users will be able to click on their pets picture, if they have any pets, and be taken to a similar page [still a tab in the profile] but with that pet featured before a 300x300 background image. None of the other pets will be view-able from this new page and to get to them a member would have to go back and click on another pet. Unless of course there is some alternative method to this, such as having the other pets photos shrunk and off to the side to be clicked on.
Anyways at the bottom of the image will be four buttons. Feed, water, play, and edit [this will only be view-able by the pets owner].
Next to the pets background will be a 'happiness' bar, working in much the same way as an 'activity' bar. Every time the owner, or any other member, clicks on the feed, water, or play button the pet's 'happiness' bar will increase ever so slightly. If there haven't been clicks in a while then that bar will drop. I understand that a time-value isn't really do-able in a plug-in. But if the bar is styled somewhat like an activity bar, would it work then?
The amount it increases and how much a bar can contain should be staff editable. The decrease amount should be editable as well.
Please note that other then the bar moving up as the pets happiness increases, or down, this is simply images. The pets will not move in anyway, unless they are .gifs rather then .png.
Now each type of pet, as there will be multiple types available, should also have their own leveling system. It is a pokemon pet game and so they should level up of course. Each pet starts at level 1, newly hatched. Every interaction [feed, play, and water] earns a pet experience points. They will need a certain amount of these exp points, or 'clicks', to reach each level. And again, it will vary depending on the species. So a pets levels and how many clicks it needs to level needs to be editable. So editable exp from 1 to 2, 2 to 3, 3 to 4, etc. The max-level being 100.
Unlike the happiness bar a pets exp isn't visible, so members won't know how close their pet is to leveling up until it happens. Their level will aromatically level up and show on the pets page.
A pets name will appear at the top-left corner of the background. Beside the name will be the pets species.
The pets current level and ability will be beneath the name/species. And next to them will be the pets gender image [if the gender-less option is selected it will have nothing].
Under the background will be an area for the user to write more about the pet. Things such as personality, history, it's move set, etc.
USER EDIT MODE
A user can edit each of their pets info from their pets personal page, the button will be right after feed, water, and play. In edit mode a user should be able to change their pets name. They should also be able to select form a list of backgrounds for their pets, backgrounds staff will upload for them to chose from. After first receiving a pet a member can assign it a gender, but it cannot be changed afterward [except by staff]. They can assign their pet an ability, but it cannot be changed afterward [except by staff]. They can also edit their pets text-area, where they can go more into detail about their pets.
STAFF EDITING MEMBERS PET
Now staff, while editing a members pet, can change the pets name, gender, ability, background, happiness bar level, level [as well as add/subtract exp], text-area, and even the pets species. The whole nine-yards.

If the plug-in build area staff should be able to add new types of pets, new backgrounds for members to chose from, change the exp needed for each species to level up [for each level up to 100], the happiness bar and how much it increases and decreases with clicks or lack there of. They should also be able to change the style and look of the feed, water, and play buttons. As well as change the position of the happiness bar and where the [name, level, ability, etc.] are located on the background image.
***Members should be able to have as many pets as possible. There is a key limit, or something. XD
***Pets will be manually given to members by staff, through the edit button in the Virtual Pet tab of the profile. So I don't need any kind of feature to give out pets that way.
