That isn't the banner image, that is your banner logo which is why it is getting cut off. Remove that and add your banner image properly by going to Themes > Colors & Theme Creator and uploading/linking your banner image there.

Do what I said above (you will also need to change the height of your banner in the same area) and then add this to your style sheet instead of the width:100%;
