Requesting a Scroll box!

Hello there, I'm requesting a code for a scroll box which I can put in my global header of my forum. 
If anyone could possibly do this small request I would be extremely grateful.

One issue I had was not knowing how to make the background picture scroll along with the scroll bar and the text. Is there a way to do this? If so, that would help a lot.

Type: Scroll box with Image as background and text with other images

Scroll bar style: Rounded

Scroll bar Arrows color: #000000
Scroll bar background color: #000000
Other: Places to put smaller images with my text over the background image. Ex: http://i939./ad237/Samantha1_00/Icon2-5.png

That's pretty much it for this.

I just cannot figure out how to code any of this into a scroll bar, it would really help if someone could do this for me ;o; Thank you if you can!
