Allowing Members To Delete Their Own Thread

My members have been asking for an option to delete their own thread, and I am a little new to the Admin settings, but I have looked everywhere and I cannot find an option for it. If anyone can tell me the specific location/a plugin that can give me the same options, that would be nice.

Reasons why my members want to delete their own thread:
-When they make a serious thread that goes off-topic 
-When there is a spam of rude/inappropriate messages.
-When the creator of a thread realizes there's already a post for what they were talking about.

Hi,

A user can only delete their thread if no replies have been made to it. This can be done by deleting their post.

It's not possible to give a user the power to delete an entire thread without giving them moderator powers.
