Looking for opinions on if i should make my forum cannon or custom only. I don't mind either way because not just anyone will be able to get a cannon character. But that's just more work. But being that i want my members to enjoy the forum more i was wondering on what everyone thought.

Its honestly totally up to you. It also depends on the board. As an example Memories of the Creed is OCs only just because I killed off all the Canons (or they died in the games prior to it, it makes sense therefore to have it as total non-canon only). However other sites I've created allows Canon and OCs which is the option most people prefer - as LONG as you ensure that you have canons that aren't just lording it over OCs because 'hey we're canons'.

Maybe do what most people do - if its a universe you can allow canons then allow them along side OCs, else OC only

Canons vs OC-only sites really depend on the kind of site you want to build and the source material you are using. Like Boy_Wonder said, if your site is set in a time of the universe after the canons have passed, it makes sense to set up the forum for OC-only characters. But there are also original sites not based upon a source material or very loosely based that have a set of canon characters. Then these canons, though not based upon a character within the franchise, are basically the characters that the site's plot revolves around or requires. For example, a kingdom NEEDS a monarchy or the rebellion leaders that over-threw that monarchy. Whether or not you hold those characters up to an specifications (personality, history, culture, etc) is completely up to you. Everyone may not like the way you have it set up, but I bet, no matter how you have it set up, someone will very much like it.

Honestly I think the better question is what would you prefer? You're the one that has to come up with an interesting plot and as the admin would need to set the example for activity in-game, so you should do what you prefer. As Mixed said, someone will come for it regardless of what you do so you should do something that you are interested in so you don't burn out.
