Well the question really it what are you trying to accomplish? Do you want them to look through the forum or just the recent posts?
The way I see it is you're trying to both encourage people to scroll through the forum proper instead of just going through to threads they've already posted in AND having it so they don't have to scroll through individual boards by having the recent posts available immediately.
You can't do both, so you need to decide what would be more beneficial to your forum: having them scroll through, or seeing the recent posts.

Before talking to you guys, my original thought was to scroll through the whole home page, then without having to click anything, see all of the recent posts in a scrollable box at the bottom. Now that I know it's not possible, nor good for my site, I think having the announcement up top along with the link to recent posts, as suggested would be most beneficial. That is if it can seen on every page. At least it's a temptation for my members to click. I just don't know how to do the template nor where to place it. Any help would be appreciated.

On every page would be great. Maybe placed directly below the News Fader plugin I'm using.

Sure. It's the one in my siggy below.

I have a couple of plugins that target that area. Still, I think this message would go best just below the News fader particularly.
The other two plugins would be On This Date and General Notices. But I think they are only viewable on the home page when I have them enabled.
The News fader plugin is on all pages. Hope that helps somehow.

Essentially. What I'm thinking is that we'd set the box to display under the news fader only on the home page, then put a second instance in the forum wrapper set to show elsewhere (like under the nav tree bar / participated bar) if it's not on the home page. Does that work?

If you want me to match it to how your boards look, I can write the HTML classes that way, and then it'll pick up the CSS for that theme. But, if you want it to stand out and not blend in (it is supposed to be an attention-getter after all), you'd have to make adjustments manually per theme.
Either way it's up to you!
