I'm currently serving as the... uh... "theme manager" I guess of a forum that's using the "Eloquence" theme by punki, and I was wondering how to allow users to change the image to the left of their posts that is positioned above their status. I've poked around the profile pages and found nothing that lets you link an image. Is there an extra plugin or something that I have to add, and if so what is it?

Hello!
I just installed the Theme and looked at the Layout Template for the Mini-Profile. In it, there is a custom field referenced as "250x400 Image". I think this is the image you are referencing. So, if you cannot find this detail in the Edit Profile screen on the Personal Tab, then you might be missing the Custom Profile Field. In order to add Custom Profile fields, go to Admin>Members>Custom Profile Fields. From there, add a Custom Profile field titled "250x400 Image". This will allow it to be found the Edit Profile screen for members to edit.
As I did not see any support thread for this specific theme, I would suggest looking through the Mini-Profile Layout Template to see the needed Custom Profile Fields to get everything working correctly.
