announcement/thread line

Isn't there supposed to be a line between Announcements and normal threads? On my forum, I can't seem to find it.

Wanted to edit it a bit but now it seems nonexistant.

On line 915 of the Style Sheet of a stock theme, this:
.threads .item.announcement.last > td { border-width: 0px 1px 10px 0px; border-style: solid; }
sets the styling of the separator between the last announcement and the first sticky or regular thread.
