There's not much to do besides wait, and keep on advertising!
However, this could mean that maybe you're not advertising right, or maybe your forum isn't attractive right now - (E.G. your genre is unpopular).
Sometimes it an take a very long time to get members. Try looking at your forum from a guest's point of view. Is it friendly and welcoming? Is there easy access if guests have questions? Are you pushy or strict with the rules (or too loose!)? How does your advertisement look to guests?
If you answered mostly good to those questions, then simply wait it out a bit longer! Try asking your friends or family to get it started perhaps. And just - keep on advertising!
If you answered mostly bad to those questions, think what could be better. Add a guest-friendly board, if you don't already have one? Reread the rules and see what could be fixed?
These are just some ideas, and I haven't viewed your forum very long so this is kind of for any Rp forum, but hopefully it gets you started! This is a quick-scribble post, but I hope it can be to some use for ya. Remember to keep advertising and be patient. Once people see how determined you are, they might give your forum a second chance.
I'd like to remind those who reply in this Open for Discussion board to not let the topic develop into a critique-specific topic. I know a lot of you put a lot of time into your replies, but we have specific boards for members to get critiques of their forums already. Open for Discussion is to discuss aspects of running your forum, not for critiques of that forum.

DURING THIS TIME OF SOCIAL ISOLATION, TRY COMMENTING INSTEAD OF JUST "LIKING". IT MAY BE THAT PERSON'S ONLY CONVERSATION OF THE DAY.
