This has come up in the past, and generally, it is always argued that banning and disabling is a last resort. If you are banning or disabling an account, then the account holder should already know why the account has been disabled/banned because of prior warnings.
Although i know not everyone disables an account because of behaviour, i can also see the benefit of this, but for me, it would have to be a fixed non-editable message [ don't want people to be able to leave an inflammatory message for example ].
I will mark this as a feature request, and see what the staff's opinions on this are now.

I wouldn't mind an editable message - as long as it was one of those that only the forum owner can access and change (like Delete Forum). That way, if there's something inappropriate there, there's only one person who could have done it (no finger pointing possible, i.e.: "It must have been one of my admins"). Just my 2 cents.

This would be a great feature if you suspect a member account has become compromised by another person other than the owner. In case it was the real member you could mention to contact them via another means for confirmation.

Most members using a vpn have throw away emails and would never see it.
