So I've seen you asking for advice about RP forums in general over the past weeks, and I think there are quite a few things that are missing from your forum.
First off, a paragraph or two talking about the general plot of your forum... really isn't going to cut it. Even with a relaxed word count/level of writing, people expect admins of RP forums to be skilled with their craft. Looking at your forum, no offense but I haven't seen any indication that you have that level of skill that it takes to properly run events on your RP forum. Unless, of course, all your threads are for users only, in which my one word is don't. Same thing with your boards, where are all the IC boards? All I see is an empty site with two sentences written about the basics of a plot and a rule set that discourages anything other than RPing. As someone who owns an RP site where some of the people aren't actively engaged in RPing, don't make that a rule. It may kind of suck having people that aren't contributing around, but as a matter of fact they actually are, the more people having conversations whether they be site related or not the better.
Honestly, I would consider whether or not you're up for running this forum, given the amount of effort you've seen to have put in it from a guest's perspectives. Are your motives to tell a good story with other people, and to create expressive characters that you'll have fun roleplaying as? Can this be done no other place than your forum? If you answered yes to the first and no to the second (which if you did answer no to the second you might want to look around a bit more, there are oogles of RP forums that seem to fit the plot you've created) then I would put more effort into your board, recruiting people, advertising, improving your write-ups and writing skill as well. Otherwise, find a board that works for you and tell a story there. Many forums (or at least mine) allow people to create their own overarching stories that might even have little to do with the site plot as a whole.
I'll leave you with one final question, how long have you been roleplaying? If you're a beginner, I would highly recommend finding a site you click with and roleplay there before trying to create your own site. In many cases, site reward active and participating members with staff positions if they're qualified, so if you want to serve on a staff board I might consider that instead.

Hello there!
I wanted to check out your website and give you some honest feedback! This is entirely constructive and hopefully, sets the first stepping stones for future writers.
First Impressions: It's a very dark background with difficult text to read. The burnt gold does not go well on top of the dark blue. Taking a look around the website from first glance, it is difficult to find out what the actual story is. "Swords & Shields Plot & Site Regulations" should have a description of what the website is trying to accomplish. For example, describe what the game actually is. On my Home page, I put this as a description for the first board:
The Forgotten Universe is an online text-based role-playing game that is based on fantasy. There is a full description of the story inside this board and on the Earth board down below. On the Home page, there are many discussions that can help the role playing community. Feel free to ask or post any questions, concerns, or advice for the role players!
I am not an expert by any stretch of the imagination, but these are helpful descriptions to other people who are exploring your website.
Content: Honestly, I can't say too much about the content because there really isn't. If you want a suggestion for colors, I would like at the thread that is posted on this board called, "TechDot". The colors that they have is very appealing and it's not too hard on the eyes. It flows nicely.
I have a few questions about the website's background story as well. Is the story completely made up or is it based off a video game? If it is based off a video game or show then it needs to be specified. If it is not then take charge of your work! Make sure that people know how old the website is and how everything about the website. This can be inside the General section.
Honestly, I read the story and I think I might know why there people are not signing up. It seems to me that the plot is too specific and there's not enough information about the lands and what happened. I wanted to picture in my mind what Turnoia looked like, but I couldn't because there was no description of the land. There was no category or board labeled: "Turnoia". There needs to be a clear path for your writers to go to. If you want to make a category for "Turnoia" then here's what it could look like:
Category: Turnoia Clan Accommodations Dragon Territories Downtown Larabee
There needs to be clear descriptions of what each of those boards look like.
The "Billboard" should go into the "General" section. I appreciate the creativity in the name, billboard, but if it is a billboard then treat it more like a memo board for the website. Billboards are essentially objects that people place memos on so it could be used as a news board or discussion board.
There needs to be a separate section for guests and it should go in the general. That way you can make your guests feel welcomed and important. They have to advertise at the bottom of the website, then it is going to look very appealing. People want their links to be shown right away. Other guests shouldn't have to scroll for the guests' links. I do see that guests have posted in that board, but it would look more professional if it was at the top, in my opinion.
Graphics: The banner is excellent and so are the rest of the icons such as the sword icons and the pictures on the "General Site Info" is excellent as well. However, I advise that if you are going to put pictures on the website then make sure that is consistent. Since the "General Site Info" is the only one with pictures, it makes it seem like that area was the only area that got some love. Other than that there appears to be no graphics for the rest of the website.
Last Few Notes: If your heart is into writing then pursue it. However, if you have gotten some critiques before then I would definitely take some people's ideas and notes. We are trying to help you and if you don't take our ideas and notes then how the website succeed? I'm not saying that you haven't or that you have to take every idea. Fish through the critiques and find the ideas that you like.
Make sure to specify whether or not this is original content. It is unclear and I would very much like to know if these are your characters. I'm not saying that you have to implement my ideas in anyway. I am just giving some honest feedback.
