How do I edit this one strip?

I am trying to make a theme that is entirely black except for the borders and text. But as you can see above, there is one strip of grey(?) that I cannot edit out.  I have changed all the background to black and don’t see anything I am missing.  



Am I looking in the wrong section? Any help would be appreciated

Go to Admin Home > Themes > Advanced Styles & CSS > Visual Editor > Body (Content) > Action Bars and you should be able to change it there.
