Not even that short line showed up. I put the code in the Global Footer. Hope that was correct. Is this the code that decides whether there is color or not:

Yes, that mini-style sheet would go in the Global Footer.

The color property and value of rgba(0, 0, 255, 0.8) !important are defined that way when the css selector is .quickscrollupbutton:hover or .quickscrolldownbutton:hover so the blue with 80% alpha (analogous to opacity) would apply to the arrows when either the up or down button is hovered.

If not hovered, the color defined in the parent container (.quickscrollbox ) would be applied:
color: rgba(250, 250, 250, 0.5) !important;
That's pure white with an alpha of 50%. If the background color of the forum is also white, you won't see the arrows.
