Information Center/recent threads/posts at top?

It would be nice to be able to have a sort of table up top of the forum with announcements/welcome message and the latest threads/posts made perhaps even the top posters. 

I feel like I've featured this on my forum in the past but can't recall if it's a plugin or just something I need to manually code? Any help would be appreciated.
