So I decided to upgrade to Windows 11 today. Now I am regretting it because now the sound is weird. It sounds as if I am underwater listening to anything on Youtube and what not.
Does anyone know how to fix this?
Yes, I googled this and tried a few things but nothing worked. :/

All the youtube videos and one random site that I did google search on. They said basically the same thing. There appears to be a free download, but who knows if it has limitations for use. Joilet was having issues similar to you. Please see if my suggestions in his thread could help you: support.proboards.com/thread/671054/windows-11-laptop-sound-available

never mind I fixed it. I unchecked something in the sounds and now it's normal. Do you remember what you unchecked? It might be useful to make a note for future people with the same problem who stumble across this thread. FWIW, I've fixed similar issues in the past by unchecking the "Bass Boost" in Windows's sound settings. I don't know if that still exists in Windows 11, though.

Yeah I snapped a picture of it and I turned off Enhanced audio and that fixed the sound issue.
