Disabling the Need/Requirement for Description Bar

There's a Description Bar that didn't used to be there and now it's there and before I didn't need to put something in that bar to make threads, but I guess I do, now. Any way to disable this funtion? It's been awhile since I've messed with the admin settings around here.

EDIT: Like my "Nickelodeon" section doesn't have the "description" stuff, the way my "Music" section now does...

aaeiyn - the description bar is from the PBMetaDescription plugin that is installed on the forum.
